Councilor Wilfredo "Amang" P. Munsayac was born November 26, 1956 to Bonifacio Eser Jose Munsayac and Conception Chioco Padilla.

He is married to the former Maria Angeles (Mariles) Dysico. They have a daughter, Carina Clarizze (Maui).

He belong to a family of public servants: a grandfather, Juan Chioco, was a former Governor of Nueva Ecija; another grandfather, Constancio Padilla (after whom the San Jose City High School was once named) was a congressman; and an uncle, Carlos Padilla, is the incumbent Government of Nueva Viscaya.

Councilor Munsayac has a bachelor's degree in Business Administration from the University of Manila and a degree in Public Administration from Mandaue City College.

Before he entered public service, he worked as Supervisor of FTI Taguig. He is also the general mananger of SOD Bowling Center in San Jose City.

He served as City Councilor from 1998-2001. Later, he served as City Vice Moyor from 2001-2004, and as Sangguniang Panlungsod Committee on Trade, Commrce and Industry, and Public Market, and the Committee on Agriculture and Cooperatives.
